The Google.docs document is not really science and has a number of red flags including the suggestion that banning of export by UK is somehow supporting the idea. At best it is anecdotal, but the data are uninterpretable as presented. The effective concentrations are too high to be effective and high doses of chloroquine can be toxic. Regardless, this is a recycled idea. A recent paper in Antiviral Research discusses this topic Here a link and a summary of the highlights.

Highlights
• In vitro data suggest that chloroquine inhibits SARS Cov-2 replication.
• In past research, chloroquine has shown in vitro activity against many different viruses, but no benefit in animal models.
• Chloroquine has been proposed several times for the treatment of acute viral diseases in humans without success.
• The outcomes of some current clinical trials of chloroquine in China have been announced, without access to the data.
• Peer review of the results and an independent assessment of the potential benefit for patients are essential.

Another adds: "Who came up with the crazy idea of breathing a hydrogen-oxygen mixture? That is probably the most dangerous gas combination… Almost all proportions of hydrogen and oxygen are either flammable or explosive. Helium-oxygen and altered ratios of nitrogen and oxygen are commonly used in scuba diving to prevent nitrogen narcosis. Hydrogen and oxygen mixtures are absolutely crazy to be around, let alone breathe… The ratio is exactly that of water, that would be the most explosive ratio.”
