This is nothing more than another great example of legislatures who are incompetent at writing laws.
There was an existing law with a huge training requirement for AGWs*, then a separate new law for school staff with no requirement stated. How to reconcile the two laws? The original court said the huge requirement didn’t apply to teachers because they weren’t AGWs; the appeals court said it did. Potato, tomato.
