This whole ethnic fire drill was not exactly the Battle of the Mensa Candidates.
The shooter's vehicle stops in front of the cops; the driver beeps twice ("look at me, cops,") then the shooter gets out and does his thing. Upon hearing return fire, the driver rabbits, leaving the shooter behind. Military precision.
Meanwhile, the cops broadcast a 12-hour duration "Blue Alert Warning" to every phone in a 50 mile radius with no specifics; instead telling people to get news from radio or TV. Way to use technology, boys!
By law, a "blue alert" is defined as "a program in which the department transmits information about a law enforcement officer who is killed, seriously injured, or missing in the line of duty." Note that the officers were shot at, but otherwise entirely unharmed.
