So the guy in charge of executing the laws doesn't know them? And isn't there supposed to be a penalty of some kind for violating the quarantine?

All those places that are burning, "naturally" or assisted -- their problem isn't systemic racism, it's systemic incompetence. Their elected officials are some of the biggest fools of the 21st century.
