The bottom line is that that these thugs report to POTUS. While the lower tiered folks may be able to avail themselves of civil service protections, the ones who call the shots do not. Donald J. Trump, at any time of his own choosing, could have called the top dog of the FBI or the ATF and told them, "I want your resignation, and the resignation of anyone who reports to you not covered by civil service, on my desk at 0800 tomorrow."
But he didn't.
