I'll go out on a limb here with the acknowledgment that I could be proven dead wrong: Tell me this was not gang-related, and probably committed by recent arrivals with cartel ties. That and shooting anyone this way is crossing the line, Chief Cost.
And while this will no doubt be fodder for those who want to disarm the rest of us, note the carnage could have been a lot more "successful" but for ""One of the workers at the stands saw this happen and returned fire at the vehicle," convincing the attackers to respond rationally by leaving.
