I'm not a lawyer. Nor do I play one on television. So everything I say next should be taken with more than one grain of salt.

States are the fundamental building blocks that comprise our republic. Counties are subdivisions of a state. The state government brings counties into existence, and can do the reverse. There are legal mechanisms whereby groups of counties can be split off from a state and then join another. But I know of no mechanism whereby a county could become an independent entity under Federal law without in fact becoming a state. That would have to involve a lot of action by, possibly hostile, state and Federal governments.
