That sounds like something you'd say if you desperately want to appear to be proactive and in control but really have no clue, don't want people to find out, and are sure enough in the ignorance of your constituents that you know your ticket on the gravy train is assured -- at least until overconfidence at getting away with corruption makes you go too far...
Meanwhile, the "violence that continues to plague" will only grow.
