Not to mention that the vaccines that were mandated were safe, well-tested vaccines, that actually WORK.

There's an almost endless list of things that a State Governor can (legally) order that a President cannot.

Because the President is (in theory) limited by that "catch all" seeming afterthought to the Bill of Rights, the Tenth Amendment to The Constitution of the United States. A State Governor, not so much.

"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
