Why not go full inclusion and tolerance?
Boy, America sure does suck.
How does taking foreign subversive ingrates in help "secure the Blessings of Liberty to ourselves and our Posterity" again...?

There is very little that is more ugly than the sheer ingratitude of people we rescued from their fellow countrymen who then spend their lives complaining about the people who gave them a better home than the one they fled from.
My grandfather (b. 1875) taught me never to give anything away for free that I cared about, especially unwanted kittens or puppies from accidental litters. With no investment on the part of the buyer, even a nickel, the animal would almost certainly be neglected or mistreated. I've remembered that all my life and found it to be true.
It's just as true of citizenship. People need to be made to work hard for that. Even some of the ones born here.

That was one of the underlying ideas in Heilein's novel "Starship Troopers" that was completely trashed by the director of the movie of the same name.
"Heinlein betrays his fundamental belief about human nature when his protagonist’s hero, a high school teacher, insists “man has no moral instinct” (author’s italics). Throughout the book, Juan (Johnnie) Rico reflects on his teacher’s “wisdom” through frequent flashbacks to lectures, some of them pages long, on corporal punishment, the death penalty, military superiority, and the collapse of US government and society as a result of rampant crime. And in the “ideal” society Heinlein posits in Starship Troopers only military veterans are citizens and able to vote."

One needed to spend a minimum time in "federal service" in order to gain the right to vote.
If you didn't value society enough to help run it, you didn't get any say in how it was run.
