Just to be clear, you're talking about the Department of Education and the Bureau of Indian Affairs, right?
Can you imagine if the FAA told Congress that there were too many airlines flying too many aircraft and that they recommended closing down 50% of the industry starting with the smallest operators?
BATFE did just exactly that during the Clinton administration. Around half of all FFL holders were "persuaded" to give up their licenses. Now in an ironic example of "The Law of Unintended Consequences" those "kitchen table dealers" CAN'T run a background check even when they want to. The "gate code" to the NICS is the dealer's FFL number, and they no longer are allowed to have one.
