I thought it might be a scare tactic to warn off Loudon County parents but then noticed this story is from 2016.
And yeah, I see it was posted on April 1, so just to be sure I checked it out elsewhere.

Don't I remember a similar story from before 2016, except that the substance in that incident was a phony inert substance made to look and smell like C4 for the dogs' benefit? That got such good press that now they're using actual C4?
