I have a couple questions to:
How many of these were seized unlawfully?
How many were sold on the street?

In other words, "Quis custodiet ipsos custodes?"
The PHL PD also has a number of FA M16's missing from their arsenal. These were purchased years ago under the military equipment surplus program that allowed PD's across the country to purchase just about anything the military had in surplus, including MRAP's and weapons. Last I heard 16 of these rifles were never recovered...they are as corrupt as they come...and getting worse.
